Dubai Property Service Charges: UK Investor Guide

Make Aarika a Preferred Source

Modern residential apartment building entrance in Dubai with shared facilities maintained through property service charges.

Dubai property service charges are mandatory ownership fees paid towards the maintenance, management, and operation of shared facilities in jointly owned buildings and communities. The amount depends on the property, its approved service charge budget, and the area used to calculate the owner's share.

For UK investors, these charges deserve attention before buying, particularly when comparing apartments for rental income. An apartment advertised with a 7% gross rental yield may produce a noticeably lower return once service charges, management fees, vacancy and other ownership expenses are included.

Unlike the initial purchase price, service charges continue throughout ownership, even when the property is empty.

If you're buying property in Dubai from the UK, understanding these recurring costs is an important part of comparing properties and deciding how much income an investment could realistically generate.

What are property service charges in Dubai?

Service charges are annual fees collected from property owners to pay for the management, operation, maintenance, and repair of shared areas and facilities.

Under Dubai Law No. 6 of 2019, owners of units in jointly owned properties must contribute to approved common-property expenses. Article 25 sets out the owner's obligation, while Article 27 requires approval from the Real Estate Regulatory Agency (RERA) before management entities collect the relevant charges.

These fees are separate from the property's purchase price, mortgage payments, and most expenses associated with maintaining the interior of an individual apartment.

Who pays service charges: the owner or tenant?

The property owner is responsible under Dubai's jointly owned property framework. A lease may allocate certain expenses to the tenant, but that does not necessarily remove the owner's liability to the management entity.

For a UK landlord, this means service charges should be treated as an ownership expense when assessing rental profitability.

You still have to pay service charges when your apartment is vacant. An empty unit does not remove the cost of maintaining lifts, security systems, corridors, or other shared facilities.

How much are Dubai property service charges per year?

Dubai property service charges are usually calculated per square foot each year. Rates vary depending on the building, its facilities, and maintenance costs.

For example, a 900 sq. ft. apartment with a service charge of AED 18 per sq. ft. would cost:

900 × AED 18 = AED 16,200 per year (AED 1,350 per month)

This is an example, not an actual building rate. Before buying, check the approved service charge rate and the property area used for billing, as it may differ from the advertised size.

Example: How different rates affect annual costs

Apartment Size Annual Rate Annual Service Charge
750 sq. ft. AED 12/sq. ft. AED 9,000
900 sq. ft. AED 18/sq. ft. AED 16,200
1,200 sq. ft. AED 25/sq. ft. AED 30,000

These figures are illustrative calculations, not verified charges for particular Dubai buildings.

The important comparison is not simply whether a building has a high or low service charge rate. It is whether the property's achievable rental income, purchase price, facilities and ongoing expenses justify that rate.

A building with higher charges may still be a reasonable investment if its rental income supports the additional cost. Equally, expensive amenities do not guarantee stronger rental demand.

Before making a purchase decision, check the current approved rate for the specific building rather than relying on a general Dubai average.

What do Dubai property service charges cover?

Service charges generally fund the shared facilities and infrastructure that owners and residents use.

Depending on the building or community, the approved budget may include:

  • Building maintenance: Lift servicing, shared mechanical systems and repairs to common areas.
  • Security: Building access systems, security staff and surveillance equipment.
  • Cleaning and shared utilities: Corridor lighting, lobby cleaning and electricity used in common spaces.
  • Shared amenities: Maintenance of swimming pools, gyms, gardens and other communal facilities.
  • Building management: Administration, contractors and other approved management expenses.
  • Reserve funds: Contributions towards certain future major repairs or replacements.

Service charges vs master-community usage charges

Some Dubai developments have shared facilities beyond the individual residential building, such as community roads, landscaping, security infrastructure and other common amenities.

Building service charges generally cover the management and maintenance of common property within the building. Separate usage or master-community charges may apply to shared facilities and infrastructure across the wider development.

For example, an apartment owner may contribute towards both the building's shared facilities and applicable master-community expenses.

Before buying, ask for the complete approved charge breakdown rather than comparing only the headline service charge rate. Check whether additional charges apply and whether they are already included in the amount quoted.

What isn't usually included?

Service charges should not be confused with every expense involved in owning or renting a property.

Depending on the property and contract, an investor may separately pay for individual-unit repairs, furnishing, property management, mortgage costs, utilities or district cooling.

This distinction matters because a building's service charge invoice does not represent the complete cost of operating a rental property.

For a broader breakdown of acquisition and ownership expenses, see Aarika's guide to the hidden costs of buying off-plan property in Dubai.

How do service charges affect your Dubai rental yield?

Service charges reduce the rental income an investor keeps. A property can advertise a strong gross yield while producing a less attractive return after operating expenses.

Consider two Dubai apartments with the same purchase price and annual rent.

Example: Two apartments with the same gross yield

Comparison showing two Dubai apartments with 7% gross yields but 6.2% and 5.4% yields after different annual service charges.

Hypothetical example using annual rent before vacancy and other expenses. These are not fully calculated net yields.

Both apartments appear identical when judged by gross rental yield. However, Apartment B costs AED 12,000 more per year in service charges.

Over five years, assuming unchanged fees and ignoring discounting, that difference amounts to AED 60,000.

This is why service charges should be compared before deciding which property offers the stronger investment case.

Calculate rental yield after operating costs

A more useful calculation is:
  • Operating yield = (Annual rental income − Annual operating expenses) ÷ Purchase price × 100

Suppose Apartment A also incurs:

  • Annual service charges: AED 12,000
  • Property management: AED 5,250
  • Maintenance allowance: AED 3,000
  • Vacancy allowance: AED 5,250

Total assumed annual operating expenses: AED 25,500.

Annual income after these expenses:

AED 105,000 − AED 25,500 = AED 79,500

Operating yield:

AED 79,500 ÷ AED 1,500,000 × 100 = 5.3%

This example excludes financing, purchase transaction costs, tax, and other possible expenses. Those need to be considered separately when assessing the overall investment return.

For investors comparing markets, Aarika's Dubai vs UK property investment guide explains why gross rental yields alone do not provide a reliable comparison between the two countries.

What should UK investors compare beyond gross rental yield?

The same advertised rental yield can produce different financial outcomes depending on the building's ongoing expenses.

When comparing two Dubai apartments, look at the annual service charges as a percentage of expected rental income, not only as an amount per square foot.

For example, a property with higher service charges may still be attractive if it achieves sufficient rental income to justify those costs. Conversely, a cheaper apartment may offer weaker returns if maintenance expenses, vacancy or management fees absorb a substantial share of the rent.

For UK investors managing a property remotely, it is also important to consider the cost of appointing a property manager and maintaining a reserve for unexpected repairs or periods without a tenant.

The objective is to compare how much income each property could retain after realistic operating expenses, rather than choosing based on the highest advertised gross yield.

How to check RERA-approved service charges before buying

Dubai Land Department provides a public Service Charge Index through its Mollak system, allowing owners and buyers to check approved service charge information for registered properties.

The official DLD Service Charge Index should be the starting point when checking a building's published approved rate.

how to verify service charges

If the figures do not match, request a written explanation from the management company or developer before proceeding.

It is also worth checking whether the latest published budget reflects the period relevant to your purchase. A previous year's approved rate should not automatically be treated as the amount you will pay indefinitely.

Checking the approved service charge is one part of property verification. Before committing to a purchase, use Aarika's Dubai real estate due diligence checklist to review developer credentials, registration, payment obligations and other potential investment risks.

What if the seller quotes a different amount?

Ask for an explanation and supporting documents.

Differences may relate to the budget year, unit area, billing adjustments, additional approved charges, or outstanding balances.

Do not assume that every difference means an invoice is unlawful. Equally, do not accept an unexplained estimate as a confirmed recurring cost.

The management company or developer should be able to clarify the relevant charges and documentation.

What UK investors should know about off-plan service charges

Off-plan service charges require additional care because the property may not yet be completed or operating.

Dubai residential tower under construction, illustrating why off-plan service charges may be estimates before handover.

A developer may provide an estimated service charge rate during the sales process. That estimate helps buyers plan their future expenses, but it should not automatically be treated as the final RERA-approved rate.

The eventual charge can depend on the building's operating budget, completed facilities, and the applicable regulatory approval.

This creates uncertainty for investors who buy several years before handover.

How much could an estimate change your budget?

Suppose you purchase a 1,000 sq. ft. off-plan apartment.

The developer initially estimates AED 15 per sq. ft. annually.

Estimated annual service charge:

1,000 × AED 15 = AED 15,000.

Now consider a scenario in which the eventual approved rate is AED 20 per sq. ft.

Revised annual charge:

1,000 × AED 20 = AED 20,000.

The difference is AED 5,000 per year.

This is a sensitivity calculation, not a prediction that the rate will increase.

For an investor expecting AED 90,000 in annual rent, the additional AED 5,000 would reduce yield by approximately 0.33 percentage points on a purchase price of AED 1.5 million, assuming everything else remains unchanged.

What should you ask before booking an off-plan property?

Find out whether the quoted rate is an estimate or an approved figure, which shared facilities it covers, and when service charge payments are expected to begin under the purchase agreement.

Also check the handover terms, developer obligations, and any other charges that may apply to the completed property.

A staged payment plan can make an investment more manageable during construction, but the financial commitment changes once the property is handed over and ongoing ownership expenses begin.

If you're considering a new development, Aarika's guide to buying off-plan property in Dubai explains the purchase process, payment schedules and checks investors should complete before committing.

Can UK landlords deduct Dubai service charges from rental income?

UK tax residents generally need to consider overseas rental income when calculating their UK tax obligations. Dubai's lack of personal income tax on rental income does not automatically mean a UK resident's Dubai rental profits are exempt from UK taxation.

According to HMRC's guidance on overseas property income, profits from property outside the UK are generally calculated using rules similar to those for a UK property business, subject to applicable exceptions and individual circumstances.

Certain service charges and property management expenses may qualify as deductions when they are allowable revenue expenses incurred for the rental business.

However, the treatment depends on what the payment actually covers. For example, routine maintenance and management costs may be treated differently from capital improvements or certain reserve-fund contributions.

Do not assume that every amount listed on a Dubai service charge invoice is automatically deductible.

Keep records of invoices, payments, rental receipts and other ownership expenses. HMRC provides guidance on records landlords should retain.

UK investors should also consider the currency used when preparing tax calculations and the rules applicable to their own residence and tax circumstances.

For a broader discussion of the investment decision, including currency exposure and UK tax considerations, read Is Dubai Property a Good Investment for UK Investors?.

This information is general guidance, not personal UK tax advice. A qualified UK tax adviser should review the treatment of your actual Dubai property expenses.

What happens if you don't pay service charges in Dubai?

Unpaid service charges can create serious legal and financial consequences.

Article 28 of Dubai Law No. 6 of 2019 prevents owners from refusing to pay charges approved by RERA merely because they disagree with them or do not use particular shared facilities.

Under Article 32, the management entity has a lien over a unit for unpaid service charges, and disposal of the property can be restricted until the debt is settled.

The law also provides for a formal payment notice and enforcement procedures where arrears remain unpaid.

For an investor planning to resell a Dubai apartment, outstanding service charges can therefore become an obstacle during the transfer process.

If you believe an invoice is incorrect, compare it with the approved budget, request a detailed statement, and raise the issue with the management company in writing.

Disputing a charge does not automatically suspend the obligation to pay amounts lawfully due. Seek appropriate legal advice if the dispute involves enforcement or substantial arrears.

How Aarika helps UK investors assess Dubai property ownership costs

Aarika Real Estate helps UK investors explore Dubai property opportunities based on their investment budget, preferred locations, developer options, and payment requirements.

For example, suppose a UK investor is comparing two off-plan apartments with similar purchase prices but different handover dates, amenities, and expected service charges.

Rather than focusing only on the advertised price or projected rental yield, the investor should compare the payment schedules, estimated ownership expenses, potential rental demand, and uncertainty around future operating costs.

Aarika's property advisers can help buyers explore suitable developments, understand the available payment structures and identify the questions that should be raised with developers before making a purchase decision.

Where a service charge has not yet been approved, investors should treat the quoted amount as an estimate and verify the final rate through the relevant official channels when available.

The aim is to make the investment decision using a clearer picture of both the upfront commitment and the expenses that may arise after handover.

If you're still evaluating the purchase process, Aarika's guide to buying property in Dubai from the UK covers property selection, due diligence, registration and ownership costs.

Frequently asked questions about Dubai service charges

1. Do I have to pay service charges if my Dubai property is empty?

Yes. Owners remain responsible for applicable approved service charges even when their units are vacant. The charges cover shared facilities and services that continue operating regardless of individual occupancy.

2. Can Dubai property service charges increase after buying?

Yes. Approved service charges can change between budget years as the building's operating costs and maintenance requirements change. Check the latest approved rate and previous invoices when assessing a property.

3. Are service charges included in an off-plan payment plan?

Usually, the developer's instalment schedule relates to the property purchase price, while ongoing service charges are separate. However, contractual arrangements and incentives vary. Check the sale and purchase agreement and the developer's handover requirements.

4. Can I pass Dubai service charges on to my tenant?

A lease may allocate certain costs to the tenant, but the owner generally remains responsible to the management entity under Dubai's jointly owned property rules. Review the lease terms and obtain legal advice where necessary.

5. Are service charges the same as Dubai property tax?

No. Service charges are payments for shared-property management and maintenance, not an annual property ownership tax. Dubai does not impose a general annual property tax equivalent to the UK's council tax, but owners may have other applicable fees and expenses.

6. How often are service charges paid in Dubai?

Service charges are calculated against an annual budget, but invoices may be issued in instalments according to the management entity's billing arrangements. Check the payment schedule for the specific property.

Before you invest, calculate the cost of owning the property

A Dubai apartment with lower service charges is not automatically a better investment. The property still needs to attract suitable tenants, achieve realistic rent and justify its purchase price.

For UK investors, the more reliable approach is to check the approved service charge information, compare expected income after operating expenses, review any off-plan estimates and understand the relevant UK tax considerations.

If those figures work for your budget and investment objective, you have a stronger basis for choosing between properties. If they don't, a high advertised gross yield is not enough reason to proceed.
